Abstract 

The ambition of different African countries to achieve economic and development growth through ICTs has sparked much debate on their capacities and resources to meet such goals. The specific case of Cameroon and its e-governance initiatives questions the extent of the concerns of this public policy. It allows us to think of e-governance initiative as a determinant variable capable of explaining the transformations taking place within the Cameroonian political system. The case study of the modernization of information systems and technologies in higher education therefore questions the institutionalization of e-governance at the sectoral level, defined by the State of Cameroon as one of the main axes in its ICT development strategy. This can be observed through the digital transformation of the education sector; the trajectory and integration of e-governance within this system, the results of this transformation on higher education institutions and the possible challenges affecting this process. By mobilizing neo-institutionalism, the policy transfer approach and process tracing as an analytical framework, it was possible to highlight the influence of international policy transfer and its effects in the digital transformation of information systems and technology in higher education. From this analysis, an interest in ICT emerges which suggests to consider them as the main factors in the emergence of electronic governance in higher education. ICTs mark the prelude to the institutionalization of digital governance in Higher Education, which is measured through mechanisms, concrete instruments of action between several actors. The second part, on the other hand, focuses on the effects of digital transformation on public universities, its modalities of action and public reception, as well as the challenges faced during this process. It is thus from the interviews, observation, and documentary research that this work suggests a lecture of the crystallization of digital information system and technology in higher education.
